BEMC status update
This is a status report following the April meeting of the board of BEMC.
April meeting of the 2022 BEMC board
The meeting, via Zoom, took place on Tuesday April 5th at 19:30.
Amanda Collins, Katie Mooney, Gordon Murray, Terry Neill, and Robert Patton attended. They were joined by Marie Byrne and Anne Nugent
There were apologies from Pat Hinkson, Philip McEnroe, Bernie Nelson and Billy Nelson
Main agenda items were

The meeting was short as there were few substantive issues requiring attention; as well as some members being unavailable.
1. Minutes & correspondence
The minutes of the March board meeting were approved. Items of correspondence had been dealt with.
2. Finance
Anne Nugent reported that the Water Grant application is being finalised; and reminded everyone of the April 30th year end and the importance of having invoices up to date
3. BEMC governance
Katie Mooney presented a comprehensive document prepared by the governance sub committee. It is an excellent summary of the history and practices of BEMC. Amongst other uses, it will provide an excellent summary/introduction for incoming board members 2
4. Follow up from March 18th planning meeting
Robert Patton provided a document summarising outcomes and ideas from the March 18th board planning session. Assignments were agreed for each attendee to prepare a one page summary of a key issue for follow up at a next planning discussion in May
5. Blainroe Estate: Social Group Update (see attachment)
Amanda Collins gave an update on the work of the Social Group … and its draft update is attached. Amanda also reported that a refurbishment of the tennis court has been completed.
6. Other business
There was no other business to discuss. The meeting closed at 8:10pm 3

Update from the Social Working Group (Chair: Amanda Collins)
DRAFT (April 2022)
This working group has been tasked with looking specifically at Social Events, the Pavilion and Tennis Courts (as well as the Paddock).
We wanted to start with our set of guiding principles.
1. HEART…
These facilities are a central point in the Blainroe community and a place where residents come together.
2. ACCESSIBILITY FOR ALL …
All inclusive … we must encourage participation from the entire community and multi-generational involvement.
3. ACTIVITY …
These facilities are a hub for all community activities.
There should be a mix of Seasonal Activities.
Frequency of Events … we should maximise the use that these facilities get.
4. CHOICE …
A variety of activities with something for everyone. 4
5. RESPONSIBILITY …
Personal / Householder responsibility for these shared assets.
Personal responsibility to rebuild our community spirit.
Our draft Operating Policies and Procedures are attached at the end of this document FYI.
In the past number of months the following work has been completed …
1. Deep clean of the Pavilion.
2. Remediation work on tennis courts.
3. Order of an air purifier, making larger events possible.
We are working on proposals for a number of short and medium term upgrade works to facilities, details of which will follow in due course.
Most importantly, we are delighted to announce that the Pavilion is now open for use, events, bookings, etc.
The tennis courts are also freely available to all.
We would encourage all residents to use and enjoy the facilities of our wonderful estate.
We expect a calendar of activities to follow to all residents in the coming weeks and look forward to a busy summer! You are all very welcome and encouraged to get involved and plan events as you wish. All feedback is very welcome.

PAVILION AND TENNIS COURTS
OPERATING POLICY & PROCEDURES (DRAFT)
The following policy governs the day to day operation of Blainroe Pavilion & Tennis Courts.
Policies and Procedures may be altered and amended at the discretion of the Blainroe Board of Management.
This document will be reviewed annually. It may be amended at any time if deemed necessary by the Blainroe Board of Management.
PAVILION & TENNIS COURTS
The Blainroe Pavilion and Tennis Courts are assets owned by and benefiting the residents of Blainroe.
Their purpose is to enhance our Community’s wellbeing and encourage activities and gatherings among all residents.
RIGHTS OF USE
All residents have the right to use the Blainroe Pavilion and Tennis Courts for recreational purposes.
Pavilion: Use must be agreed in advance and booked through the booking system. Bookings are accepted on a first come first served basis and will be input onto a calendar of events which will be displayed at the pavilion / online.
Tennis Courts: Use of the tennis courts is on a first come first served basis (where lessons / camps are taking place this must be agreed in advance and included on the calendar).
Residents may bring guests to the Pavilion and tennis courts.
BOOKING SYSTEM
Householders should e-mail BlainroePavilion@gmail.com to enquire about booking the pavilion.
Once approved a calendar of events will be populated to ensure that bookings are confirmed and transparent for all residents to view. The calendar of events will be posted on the Blainroe website and displayed at the Pavilion (updated monthly).
FEES
There is no rental charge for (not for profit) activities run by residents, for the benefit of residents.
If fee paying classes are run in the Pavilion there will be a rental charge for that.
Please note: costs for all events must be covered. 6
KEY HOLDERS / MANAGEMENT
There are a number of assigned key holders in the Blainroe Estate.
During the busier months of July and August the tennis courts will remain open during the day (from 10am – 8pm) for the benefit of our residents. A booking system is available for classes etc, but when not booked residents are welcome to use the courts.
HOUSEHOLDER RESPONSIBILITY
Every home owner in Blainroe is responsible for the respectful use of this community amenity.
When a booking is made by any individual, it is the full responsibility of that homeowner to leave the Pavilion as they found it. Tennis courts should also be left as they were found.
If the Pavilion is damaged / vandalised / mistreated then the home owner who booked / used it will be responsible for all remediation works.
CLEANING
Householders who book the Pavilion for use are expected to leave it clean and tidy. A checklist will be posted in the Pavilion which should be completed and signed by the user prior to departing.
The Pavilion is cleaned 1-2 x monthly when there is limited use. During the busier July / August period and at key holiday times the Pavilion may need to be cleaned more often.
The Pavilion will be cleaned in full following all large events (this cost will be the responsibility of the event organiser).
Once annually the Pavilion will be fully serviced inside and outside (gutters, fascia’s, windows, etc).
INSURANCE & SECURITY
The Pavilion is fully alarmed.
There is public liability insurance in place for the Pavilion and other facilities. 7
